Bureau of Personnel allows State and local governments and related organizations to utilize the experience and expertise of Foreign Service Officers and permits Foreign Service Officers approximately at the mid-career level to be assigned to positions with substantial program management responsibility and to become reacquainted with important domestic issues following long periods overseas and/or in the Washington area.
